A project developed as an entry for the Build for Good 2024 hackathon, organised by Open Government Products and Singapore Government Partnerships Office.
Non-tech-savvy public officers seeking to digitalize workflows often face difficulties in scoping their problems, identifying and combining existing government products to meet their needs. Without the right guidance, this can lead to duplication of work, unnecessary costs and delays in implementation.
Iteration
During the Build for Good hackathon, we conducted a mass usability testing session where 8 volunteers from the general public — including several public officers — tested our MVP. Feedback was generally positive, with public officers finding it especially relevant. Based on their input, we made several design changes: we removed the landing page solution suggestions, refined the input field copy to encourage a problem-first approach instead of jumping straight to solutions, and introduced progress indicators along with clearer linkage between requirements and products. These refinements laid the foundation for the subsequent pilot testing with public officers, where the tool’s effectiveness in problem scoping and solution discovery was further validated.
Impact
Pilot testing achieved a satisfaction rating of 4 out of 5, with all officers reporting that the chatbot helped them better frame their problem statements, generate relevant solution requirements and discover products they were previously unaware of. Officers noted that the tool provided structure and clarity, assisting in tasks such as drafting submissions and surfacing a range of possible solutions to consider. While improvements were identified, the pilot demonstrated the potential of have anot? to reduce reliance on bespoke builds, improve awareness of existing digital tools and cut costs by encouraging reuse. In the long term, the tool is positioned to enhance adoption across the public sector, free up resources for higher-value work and enable agencies to deliver more effective citizen services.
